📋 What is Bill of Quantities (BOQ)?

A Bill of Quantities (BOQ) is a formal document used in tendering and construction that itemizes all work items, materials, labor, and services required to complete a project. It breaks down the scope of work into measurable items with corresponding quantities, units, and rates.

In simple terms, BOQ answers three questions:

  • WHAT work needs to be done?
  • HOW MUCH of each item is required?
  • HOW MUCH will it cost?

BOQ is typically prepared by a quantity surveyor or estimating engineer based on drawings, specifications, and site conditions. It forms the foundation of the contract between client and contractor.

  • 3. Bill of Materials (BOM): Only materials listed, without labor. Used for material supply contracts.
  • 4. Work Item BOQ: Items are grouped by work type (earthwork, concrete, finishing). Most common type.
  • 5. Trade BOQ: Separated by trades (civil, electrical, plumbing, HVAC).

✍️ How to Prepare a BOQ – Step by Step

  1. Study Drawings & Specifications: Understand the project scope from architectural, structural, and MEP drawings.
  2. Take-off Quantities: Calculate quantities for each work item using methods like center-line, long-wall short-wall, or from BIM models.
  3. List Work Items: Prepare a structured list of all items following standard codes (IS 1200, CPWD SOR).
  4. Assign Units: Define units as per IS 1200 (m³ for excavation, m² for plaster, kg for steel, etc.).
  5. Create BOQ Format: Arrange items in a logical order (site preparation → substructure → superstructure → finishes → services).
  6. Add Descriptions: Write clear, detailed descriptions including material grade, work methodology, and technical specifications.
  7. Review & Validate: Cross-check quantities with drawings and get them verified by a senior engineer.

When you receive a BOQ for bidding, follow these steps:

  • Check Item List: Ensure all required work items are included.
  • Verify Units: Understand the unit for each item – quoting wrong unit can lead to major errors.

  • Check Quantity Totals: Verify if quantities seem reasonable compared to drawings.
